When a Plan Starts to Shift
A plan that had been clearly defined at the beginning began to shift as new conditions came into play. Early stages followed the expected path, and teams worked according to the original structure. Progress was steady, and coordination remained consistent.
As changes started to show up, parts of the plan no longer matched the situation as well as before. Some teams adjusted their approach to keep things moving, while others continued to follow the original direction. These differences created variation in how the plan was carried out across different areas.
Over time, the plan remained in place, but its execution became less consistent. Some parts continued as designed, while others shifted in response to ongoing changes, leading to different outcomes across the operation.
